OPFOR Facility ( Consulting Services )  —  MERX RFP Notice
CFB/ASU Wainwright [1] is home to  the  Land  Force Western Area Training Centre (LFWATC) and  to the Canadian Manoeuvre Training Centre (CMTC, right ). CMTC specializes in training through simulation – eg: Simunition rounds and 'Weapons Effects Simulations' ( laser pointers/receivers ).

WES Project equipment consists of sensors for soldier's tactical vest and  for 600+ vehicles. An EXCON (Exercise Control  Facility) oversees manoeuvres, while WES kit is looked after by the Integrated Logistic Support Complex.

The limitation to building up the Land  Force Western Area Training Centre was infrastructure. WES is designed for use in OPFOR (Opposing  Force) training. The Army envisioned 80 new OPFOR positions at Wainwright but had nowhere to put them. As a result, only five OPFOR positions were filled prior  to the deployment  to Kandahar. The remaining 75 positions were to be filled in mid 2006.  DCC issued an RFP for consultants (both engineering and architectural service) for an OPFOR facility in March of 2006.

Notice Description

Consulting Services  –  Opposing Force Facility (OPFOR), CFB/ASU Wainwright

Defence Construction Canada  –  Abbreviated Proposals for Consulting Services –  Opposing Force Facility  (OPFOR),  CFB/ASU  Wainwright, AB

In accordance with the rules, regulations, statutes and guidelines of the provinces and  the professional  associations where the  project  will  be carried out, Defence Construction Canada (DCC) is requesting Abbreviated Proposals from consulting firms to undertake the design and construction of an addition, as well as renovat- ions and modifications to the existing Opposing Force Headquarters Facilities buildings, to meet the identified operational requirements.

The purpose of this request for abbreviated proposals is to select one (1) qualified firm who will then sign an Agreement with DCC.

Information provided  by the Proponents will  be evaluated  using the established criteria in the  Request for  Abbreviated Proposal  document.  The criteria relate to achievements and  experience, technical  and  managerial  expertise, and approach and  methodology. The highest ranking firm selected  through the evaluation pro- cess, including a factor for the price element, will be invited to negotiate an Agree- ment with DCC.

This opportunity follows tendering procedures in accordance with Chapter 10 of NAFTA.

The construction cost is in the order of magnitude of $3,600,000.00

Firms  that consider themselves  qualified  to provide these services are invited to submit  their Abbreviated Proposal on the forms that are available from MERX by calling 1-800-964-6379.

To be considered, Abbreviated  Proposals must  be received at the following add- ress, no later than 14:00 hours local time on May 1, 2006
