Defence Research and Development Canada (DRDC) has considerable experience in developing and testing training
simulators – from missile threat simulations, to modelling helicopter decks, to the Air Force's
ADCTS (the Advanced Distributed Combat Training System)
otherwise known as the CF-18 MTT Multi-Task Trainer.
Defence Research and Development Canada also developed the Armoured Vehicle Test Bed, an experimental
system used to test concepts for DND's Future Armoured Vehicle Systems (FAVS) project. Perhaps AVTB and other
FAVS stations were DRDC's best known Land Force simulators...that is, until now.
On 19 July 2006, DRDC Toronto (which also handled the CF ADCTS) awarded a delivery and support
contract to Acron Capability Engineering for an "Infantry Simulator". Prime contractor
Acron will deliver and support the Infantry Simulator developed by its US-based partner, virtual reality specialist
Atlantis Cyberspace.
The Infantry Simulator itself is "a five-station Immersive Group Simulation system". Like the ADCTS,
the Infantry Simulator is a networked system. The five soldiers (each in their own 'pod', wearing VR headsets,
and carrying a simulated 'weapon' ) [2] would be presented with an appropriate virtual
environment.
Atlantis Cyberspace has specialized "in virtual reality training simulations, partic- ularly in dismounted,
highly complex urban environments". The idea being that the five members of an
infantry section could practice in the streets of Kandahar or, at least, the infanteers could be presented with
various tactical scenarios while moving through a close, VR facsimile of those Afghan streets
(or countryside).
Computer simulations are not new, even for infantry (eg: the US Infantry Tool Kit, a series of PC-based
individual and team training simulations). But, virtual reality puts new dimensions, as it were, into training.
As a result, DND is looking for two to five experienced wargame instructors (with backgrounds in military
games like the two-sided, interactive JANUS, the Joint Conflict and Training Simulation
or JCATS, and / or the latest 'human-in-the-loop' US military simulator, OneSAF. [1]

REQUEST FOR PROPOSAL (RFP) – CAEn WARGAME INTERACTORS
It is the intention of the Department of National Defence (DND) to award a Stand- ing Offer for the services of
Wargame Interactors. The Land Force Operational Research Team (LFORT)
has a requirement for a minimum of two and up to five CAEn [Close Action Environment] Wargame
Interactors. The location of the work is on-site at the National Defence Headquarters in Ottawa,
Ontario.
The department intends to award a one-year Standing Offer, with the option to ex- tend for two one-year options
at the Crown’s discretion. These services are an on- going requirement. The services of two Interactors have
been previously provided by Ajilon Consulting of Ottawa, Ontario.
MANDATORY QUALIFICATIONS (SUMMARIZED FROM RFP)
As a mandatory part of the bid submission, the Bidder shall:
1. Include a signed Certificate of Acknowledgement and Availability for each
proposed resource.
The proposal SHALL demonstrate that the Bidder meets the following Mandatory Criteria:
1. The Bidder shall hold a valid Facility Security Clearance (FSC) at the
Secret
Level, issued by the Canadian and International Industrial Security Directorate
("CIISD") of Public Works and Government Services Canada ("PWGSC") at
the time of bid closing.
2. Must be an incorporated company that has direct experience providing CAEn
or one or more of JANUS, JCATS, and ONESAF, war gamer interactors within
the last 5 years.
The proposal SHALL demonstrate that the resource(s) meet the following Mandatory Criteria:
1. Demonstrate that ALL proposed resources Hold a Secret Level Security Clear-
ance granted or approved by PWGSC / CIISD.
2. Experience as an infantry officer at the captain rank level or higher or as a non-
commissioned member of the infantry at the Sergeant level or higher.
3. Experience as a war game commander and interactor with CAEn or
with one or more of JANUS, JCATS, and ONESAF.
Additional Rated Criteria appear in the Request for Proposal
DND reserves the right not to award a contract, regardless of the responses received. The contract, if awarded,
will be awarded to the bidder who meets the mandatory criteria and provides the lowest cost-per-point
proposal.
Where this notice and the RFP differ, the RFP shall prevail.

[1] SAF stands for Semi-Automated Forces (as opposed to completely computer- generated forces or CGFs).
JANUS and JCATS are both battlefield simulators that were developed at the Lawrence Livermore National
Laboratory. JANUS, despite the caps, isn't an acronym (the 20 year old program was named for a Roman
god ).
[2] Atlantis Cyberspace normally provides a Wireless Weapon System (including simulated
recoil) based on Colt's M4 – a close relative of the CF's standard C7A2. |
