Tow Trucks for Leopard Tanks: Converting Tanks into Armoured Recovery Vehicle – MERX Notice of Proposed Procurement NPP

Update: MERX announced an ARV contract award on 18 Nov 2011. The previous day, as was expected, Rheinmetall was awarded a $54.7M contract for delivery of  the eight ARV 3 Büffel conversions and "related training support". Rheinmetall referred to these vehicles as the "Büffel/Buffalo ARV" but it is unlike that Buffalo will be the official CF name (since there is a conflict the in-service FPI Buffalo EROC mine-detector vehicles).

This NPP is for the conversion of eight surplus Leopard 2A4 tank hulls into Armoured Recovery Vehicles.  The CF already operates the ARV 3 Büffel  –  these vehicles being Bergepanzer 3s on loan from the German Bundeswehr. And, of course, the Leopard 1- based Taurus ARVs have been in service for almost 30 years. The newly ordered ARV would presumably replace both the Taurus and borrowed Büffels. We say presumably because this order for eight ARV conversions with options for four more conversions doesn't match Force Mobility Enhancement Project numbers. The FME lists two ARVs + two options. On the other hand, the Tank Replacement Project LOI  listed 6 Leopard ARVs. Maybe DND expects citizens to already know to add the two projects together?

Even if DND planning approaches continue to mystify  the Canadian citizenry, the outcome of the ARV NPP will hold few surprises (as is seen in the update, above). There are two available choices for ARV conversions for Leopard 2 hulls – the Büffel and FFG's BPz Wisent 2. So, no surprise in  DND choosing the vehicle type already in service.

The FFG offering did have one advantage – the same vehicle can be employed in ARV or AEV configuration. But NPPs for either type were separate, so that won't have held much sway for DND.  Familiarity has its own advantages and the Büffel's deal is done.
