Procurement
The Lightweight Counter Mortar Radar is part of DND's ISTAR counter-IED sub-project. Two LCMR were
deployed to Kandahar in 2006, along with its sound ranging counterpart, HALO (Hostile Artillery Locator). HALO
(by SELEX/Finmeccanica) proved rather limited (being a direction only system) but the LCMR can track an in-coming
round 30° in elevation while giving 360° coverage. This NPP is to provide the CF LCMR with new transceivers
compatible with Tactical Fiber Optic Cable Assemblies. The NPP emphasizes TFOCA-II but this really only means that
replacement transceiver sets must mate with second-generation military cable connectors. (TFOCA stands for a Tactical
Fiber Optic Cable Assembly ruggedized for military use.)
LCMR shares its task with HALO and the Persistent Surveillance System (PSS mounts electro-optical sensors on
masts or tethered balloons) The US Army calls this C-RAM or 'Counter-Rocket, Artillery, and Mortars' and designates
LCMR as their AN/TPQ-48. Two TPQ-48 updates are in the works to improve both processing time and accuracy.
The LCMR system consists of a cylinderical phased-array made up of 24 antenna columns. A radar beam is
formed by combining eight antenna columns. Switching columns gives the LCMR 360° coverage without needing
to rotate the set. The LCMR has an effective range of between 1 and 6.5 km when detecting mortar rounds
(and similarly-sized rockets). The LCMR was developed by SRCTec (Syracuse Research Corporation ) back in 1999 as a
light, air-droppable artillery warning radar system suitable for use by US Special Forces.

The Department of Defence has a requirement to have manufactured Fiber Optic Cable TFOCA II Transceivers as
follows:
1) Qty 125 Complete Transceivers
2) Qty 70 Complete Fiber Optic Cables
Unit of Issue: Each
All items shall be DDP 25CFSD Montreal, Quebec. Delivery is requested within six months of contract award.
Contract award will on the basis of lowest priced technically compliant bid.
This procurement falls within Federal Supply Classification FSC 6030 (Fiber Optic Devices).
Canada has invoked a National Security Exception (NSE) for this requirement in order to ensure the required
equipment is delivered in a timely manner to support the current military efforts in theatre. As such, this
requirement is exempt from the provisions of the Agreement on Internal Trade as per Article 1804, of the
World Trade Organization - Agreement on Government Procurement as per Article XXIII(1), and from the North
American Free Trade Agreement as per Article 1018(1). [...] |
