Repair & Overhaul Services and Support for the Bv206 Medium Over-Snow Vehicle [MOSV]
— Notice of Proposed Procurement
The Bv206 'Medium Over-Snow Vehicle' is a high mobility utility
transporter made in Sweden. DND bought 78 Bv206s in the mid 1980s to provides all terrain operations for the CF
(primarily as a carrier – personnel or cargo – over deep snow, muskeg, or other soft terrain. The MOSVs were also given direct combat roles –
as a TOW missile launcher, mortar carrier, gun tractor, etc. – although Bv206s are not armoured. The original
number of MOSVs is dwindling as many were sold off. Now DND is looking for help maintaining the fleet.
Supply of parts should not be difficult – the Bv206 is still in production (at least in its armoured
Bv206S form) by Sweden's Hägglunds, now a division of BAE Systems AB.
The MOSV is a somewhat complicated vehicle using an articulated driveshaft to power the rubber tracks
both the front and rear sections. Steering is by two hydraulic rams (along either side of the articulated
driveshaft/connector ) acting against the sections.
In
addition to providing Bv206 support and field maintenance, the successful bidder is also expected to train CF drivers.
This is not as simple as it sounds. There are at least three MOSV driver codes (C30 for the carrier, C31
for CPs, and C32 for TOW carriers).
What is encouraging is that DND has belatedly turned its attention to snow vehicles – LOSV and MOSV – suggesting actual movement on
Arctic sovereignty commitments. On the other hand, both Bv206 contracts are still for MOSVs operating
South of 60°.

BV206 R&O [Repair & Overhaul] Services and Support
[DND] has a requirement for the provision of Maintenance Services, Maintenance Training, Driver
Training, Field Service and Support and Optional Technical Publica- tions for the BV206 vehicle at CFB Shilo,
Manitoba and British Columbia. The period of the contract is from the date of issue of the contract (expected
mid-May 2009) until March 31, 2010.
The requirement is conditionally limited to Canadian goods and/or services.
The requirement is subject to the Controlled Goods Program.
Amendment 001 This amendment is raised to provide clarification to to the original requirement.

STANDING OFFER SPARE PARTS HS BV2006
This requirement is to establish a National Individual Standing Offer (NISO) to pur- chase spare parts for the
Medium Over-Snow Vehicle (BV 206). This requirement will provide spare parts for the maintenance of 62 Medium
Over-Snow Vehicles during the period from the SO [Standing Offer] issuance date until March 31, 2010.
