Bv206 MOSV or SUSV  –  Parts Procurement  –  MERX NPP  –  June 2011

What's in a Name? Bv206 SUSV or Medium Over-Snow Vehicle?

Between 1983 and 1985, the CF took delivery of 78 Swedish Bv206 Medium Over-Snow Vehicles. All these Bv206 MOSVs had 5-cylinder Mercedes diesels engines. Now DND is looking for spare engines for an SUSV – the US Army name for its later M973 Bv206.

This later US Bv206 variant is powered by a totally different diesel engine – an inline 6-cylinder of  the type DND is requesting in this NPP. The question arises:  why is DND looking to replace engines in a Bv206 variant not currently in Canadian Forces inventory? Or isn't it? Have the CF taken on some numbers of the more powerful US version of the MOSV? If so, why and who's using the SUSVs?

Leopard 2 ARV  –  Armoured Recovery Vehicle  –  NPP  –  Apr 2011

DND asks for 8 ARV conversions with options for another 4 conversions – adding two more options to the total combined  number previously covered  by the Tank Replace- ment Project ( TRP ) and  Force Mobility Enhancement ( FME ) project LOIs combined.

Even if DND planning approaches continue to mystify  the Canadian citizenry, the outcome of the ARV NPP will hold few surprises. There are two available choices for Leo 2 conversion to ARV. These are the previously mentioned BPz 3 Büffel and  the BPz  Wisent 2 conversion by FFG (Flensburger Fahrzeugbau Gesellschaft) offered in both ARV and AEV configurations.  In other words, the choice is between Rheinmetall and  FFG.

CF-18 Armament – 1000 lb Practice Bombs and Fins – MERX NPP – March 2011

CF-18  –  1,000 lb Mk 83 Practice Bombs and Fin Assemblies

During NATO's 1999 action against  Serbian military targets in Kosovo,  Canadian CF-18s dropped nearly 200 tons of bombs. In the 12 year since,  no CF-18 has deployed overseas for a combat mission let alone drop bombs 'in anger '.  So why is DND ordering 300 practice bombs and 1000 sets of fins to go with them? Well,  practice does  make  perfect  they  say.

CCV Project  –  Close Combat Vehicle  –  NPP/SOIQ  –  Sept 2010

Close Combat Vehicle (CCV) Project:  MERX NPP/SOIQ Revised

DND insists that CCV be a MOTS combination of off-the-shelf  platform and turret. Then DND demands a level of  armour  protection unheard of on existing hulls. Small wonder suppliers put forward the same candidate vehicles submitted for two UK  FRES contests. No supplier would risk integrating a different turret system onto a hull for a modest order of 108 vehicles. Nor will suppliers develop new armour  packages when responding to an NPP/SOIQ specifically demanding a Military-off-the-shelf  'solution'.

Night Vision Equipment  –  Finger Lights  –  MERX NPP  –  May 2010

DND Encourages Finger-Pointing:  New Night Vision Finger Light

As the name suggests, a 'Finger Light' is a miniature flashlight worn on the index finger. The light emitted is compatible with night-vision goggles and  the like. Generally, a toggle on the side switches the light on and off, making finger lights a relatively  'hands-free' source of  discrete spot illumination for map reading.

Artillery Fire Locating  –  AN/TPQ-48 LCMR Upgrade  –  MERX NPP  –  May 2010

Transceivers for CF's LCMR (Lightweight Counter Mortar Radar)

The Lightweight  Counter Mortar Radar  is part of  DND's ISTAR counter-IED sub-project. Two LCMR were deployed to Kandahar in 2006, along with its sound ranging counterpart, HALO (Hostile Artillery Locator). HALO (by SELEX/Finmeccanica) proved rather limited (being a direction only system) but the LCMR can track an in-coming round 30° in elevation while giving 360° coverage. This NPP is to provide the CF LCMR with new transceivers compatible with Tactical Fiber Optic Cable Assemblies. The NPP emphasizes TFOCA-II but this really only means that replacement transceiver sets must mate with second-generation military cable connectors. (TFOCA stands for a Tactical Fiber Optic Cable Assembly ruggedized for military use.)

CF-18 IMP  –  Radar Warning Receiver Installation  –  MERX NPP  –  April 2010

CF-18 IMP AN/ALR-67(V)3 Radar Warning Receiver Installation

The Raytheon AN/ALR-67(V)3 Radar Warning Receiver set is one part of  DND's CF-18 Incremental Modernization Program. As the name suggests, this set warns CF-18 pilots when their aircraft are being 'painted' by hostile radar. A Foreign Military Sales  notification was filed  with the US government  to allow Canada to purchase 59 AN/ALR-67(V)3 sets as well as spares, support equipment, and  training. These Raytheon sets would then replace CF-18's existing 1970s-vintage NorthropGrumman AN/ALR-67(V)2s. But this NPP is just for installation of RWR.
